What David said matches what I recall as well. I think I remember us
all agreeing on it being essential that everyone consistently use the
same identifier for their key (e.g. USA Group using DOE.000800 in all
references).
I remember as well me pushing for lack of leading zeros, but I realized
(and had pointed out to me) that as long as everyone consistently uses
the same ID to represent themselves, things would work out alright as
far as the encryption scheme goes.
That being said - the catch is that if anyone has built any business
intelligence into their CLV4 SMTP application that expects certain types
of vendors to have certain length DOE ID's, then those apps might have a
problem. I however sincerely doubt this is the case (such added feature
would be added work for the implementors, and the timeline for this was
pretty fast paced if I remember correctly). Especially since (I
believe, I don't have it in front of me) the Chapter 9 standard doesn't
specify that certain types of institutions use certain length ID's.
