FAFSA - NOPICR
Section 483 of the Higher Education Act of 1965, as amended (HEA), requires the Secretary, in cooperation with agencies and organizations involved in providing student financial assistance, to produce, distribute and process free of charge a common financial reporting form to be used to determine the need and eligibility of a student for financial assistance under the Title IV, HEA Programs. This form is the FAFSA and applicants can apply either electronically or by paper. In addition, Section 483 authorizes the Secretary to include on
the FAFSA non-financial data items that assist States in awarding State student financial assistance.

Part 601 Preferred Lender Arrangements
Part 601--Institution and Lender Requirements Relating to Education Loans is a new section of the proposed regulations governing private education loans offered at covered institutions by lenders also participating in the FFEL program. These proposed regulations assure the Secretary that the integrity of the program is protected from fraud and misuse of program funds and places requirements on institutions and lenders to insure that borrowers receive additional disclosures about Title IV, HEA program assistance prior to obtaining a private education loan. These proposed regulations require covered institutions to provide a variety of new loan disclosures, disclosures on private loans, for institutions to prepare and submit an annual report on the use of private loans, and to establish and adopt a code of conduct for institutions participation in a preferred lender arrangement. The Department, in conjunction with outside entities are submitting the
Private Education Loan Applicant Self-Certification form for OMB's approval. While information about the applicant's cost of attendance and estimated financial assistance must be provided to the student, if available, the student will provide the data to the private loan lender who must collect and maintain the self-certification form prior to disbursement of a Private Education Loan. The Department will not receive the
Private Education Loan Applicant Self-Certification form and therefore will not be collecting and maintaining the form or its data.

loans to parent borrowers under the Federal PLUS Program authorized by Section 428B of Title IV of the Higher Education Act of 1965, as amended (HEA), for the period beginning on or after July 1, 2009 and
ending June 30, 2011. The HEA, as amended by the Higher Education Opportunity Act of 2008 (HEOA), requires that the right to originate
PLUS loans to new parent borrowers under the Federal PLUS Program be determined through a competitive sealed bid, one-round auction to be conducted for each State, the District of Columbia, and Puerto Rico
(State). The information requested is necessary to determine whether the winning bidders will be able to make and service the PLUS loans made to parents as a result of the auction as well as to conduct the auction itself.
