  • Student Loan Forgiveness and Repayment Assistance
    Act of 2010 (S. 3281)
    The bill seeks to expand student loan forgiveness and provide loan-repayment assistance. Specifically, it would: Expand eligibility for the Income Based Repayment Program by reducing the percentage from 10% to 7%; reduce the number of years before forgiving debt from 20 years down to 15 years; Allow for forgiveness of federal student loan debt after only five years of public service, forgiving a portion each year for years 6 through 10, and then forgiving any remaining balance after the 10th year; Reduce the interest rate to 3.5% for loans made under the health profession loan, primary care loan, and nursing loan programs; extend the health professions loan program to include physicians’ assistants; create a competitive grant pilot program for Minority Serving Institutions to encourage higher enrollments and graduation rates; establish an Assistant Secretary to evaluate and promote accessibility and affordability in higher education.

  • Restoring American Financial Stability Act of 2010
    (S. 3217)
    As approved by the Senate on May 20, 2010. The bill seeks to overhaul the nation's financial regulatory system in part by establishing a Consumer Financial Protection Bureau to be housed at the Federal Reserve.

  • H.R. 5458 - To amend the Truth in Lending Act and
    the Higher Education Act of 1965 to require additional disclosures and protections for students and cosigners with respect to student loans, and for other purposes.
    The bill has been referred to both the House Financial Services and Education and Labor Committees for consideration. The bill has three co-sponsors: Representatives Elijah Cummings (D-MD), Bill Pascrell (D-NJ) and Steven Rothman (D-NJ).

  • H.R. 5448 - To amend section 466(b) of the Higher
    Education Act of 1965 to extend the deadline for the distribution of late collections for the Federal Perkins Loan program.
    A bill that would extend the current October 2012 end date for recycling Perkins Loan payments into new Perkins loans by one year. The bill has three cosponsors, Education and Labor Committee Chairman George Miller (D-CA), and Representatives Tim Bishop (D-NY) and Cathy McMorris Rodgers (R-WA). It has been referred to the House Education and Labor Committee.

  • American Jobs and Closing Tax Loopholes Act of
    2010 (H.R. 4213)
    The bill contains language to extend through 2010 the above-the-line tax deduction for qualified education expenses, to extend the Build America Bond program for two years, to extend through 2011 the current exclusion of tax-exempt private activity bonds from the alternative minimum tax (AMT), and provide for use of the 2009 poverty guidelines throughout 2010. The bill does however eliminate the higher education tuition deduction for taxpayers who could receive a greater benefit from the Hope or Lifetime Learning tax credits.

  • Wall Street Reform and Consumer Protection Act of
    2009 (H.R. 4173)
    As approved by the House on December 11, 2009. The legislation would create a new Consumer Financial Protection Agency that would have the power to regulate consumer financial products, potentially including mortgages, credit cards, student loans, annuities and bank accounts.

  • Keep Our Educators Working Act (S. 3206)
    Introduced by Senator Tom Harkin (D-IA), the bill would create a $23 billion Education Jobs Fund to help keep teachers and school administrators on the job. The bill has been referred to the Senate HELP Committee.

    The bill was introduced by Senator Sherrod Brown (D-OH) on November 5, 2009. It has been referred to the Senate Committee on Health, Education, Labor and Pensions.

  • To express the sense of Congress that the Federal
    Pell Grant program should be a high funding priority. (H.R. 5198)
    Introduced by Representative Erik Paulsen (R-MN), the bill calls for full funding of Pell Grants, as the program currently faces an estimated $5 billion budgetary shortfall. The bill has been referred to the House Committee on Education and Labor.

    Legislation to establish a temporary private education loan debt consolidation program intended to assist eligible borrowers in refinancing all or a portion of their private education debt as Federal Direct Consolidation loans and provide additional funds for Pell Grants.

    of 2010 (H.R.5043)
    Legislation that would make private educational loans (other than loans made, insured or guaranteed, or funded in whole or in part, by a governmental unit) dischargeable in bankruptcy like any other consumer loan.
