Income Based Repayment Plan Implementation Guide Version 2.0 - Overview and Q&As

This Guide was developed in order to provide the FFELP community with a resource for implementing the new Income Base Repayment (IBR) plan authorized by the College Cost Reduction and Access Act. As new and known issues are resolved, this document will be updated.
Interim IBR Application

The Team FFEL IBR Workgroup is making this interim Income-Based Repayment Plan Application available for industry use for the new Income-Based Repayment plan available to borrowers on 07/01/2009. This is not the official OMB-approved Department of Eucation form,but instead is a revision of the draft form submitted to the Department in March that has been updated, including for preliminary comments made by the Department.
Interim IBR Alternative Documentation of Income

The Team FFEL IBR Workgroup is making the attached interim Income-Based Repayment Plan Alternative Documentation of Income Form available for industry use for the new Income-Based Repayment plan available to borrowers on 07/01/2009. This is not the official OMB-approved Department of Education form, but instead is a revision of the draft form submitted to the Department in March that has been updated, including preliminary comments made by the Department. We would like to point out a few items regarding the use of the form:
- The use of this form is optional; it is provided to assist FFEL lenders and servicers if needed until there is an OMB-approved Department of Education form.
- The form may be used as is, or you may want to modify it to accommodate your processes.
- Section 2 contains information about the IRS being unable to provide verification of AGI as some will continue to use IRS Form 4506-T for obtaining the borrower's AGI.
