Electronic Standards Committee

Summary
NCHELP established the Electronic Standards Committee to replace the CommonLine Committee. This committee serves to establish a coordinated and proactive approach for all NCHELP electronic standardization efforts. This re-design of the CommonLine, CAM, and CCI initiatives moved the oversight of CAM and CCI from the Program Operations Committee to the Electronic Standards Committee. The Program Operations Committee continues to monitor and respond to issues that involve and impact loan operations as well as work closely with the Electronic Standards Committee on implementaion and technical efforts.
The primary objective of the Electronic Standards Committee is to promote the timely development of electronic communication standards within the FFEL Program (FFELP). This committee will streamline the development of new standards as well as the maintenance of existing standards. Through the Electronic Standards Committee, NCHELP will promote new and existing standards, and facilitate their implementation. National student loan standardization initiatives will thereby be complimented by active participation in the NCHELP Electronic Standards Committee. This committee will also serve as the focal point for standards information and build awareness of the role of standards in the higher education loan community.
The Electronic Standards Committee has the following four advisory teams reporting to the full committee. All teams are responsible for recommending changes to the files as necessary due to regulatory changes, errors, or enhancements to processing. The teams are as follows:
- Origination Standards Advisory Team (OSAT)
This group is responsible for resolving issues as reported by the community at large, making recommendations for resolution to the full ESC committee and maintaining supporting documentation. It is the initial point of contact for industry issues concerning CommonLine flat files and XML documents related to the Origination, Change and Disbursement process.
- Electronic Exchange Advisory Team (EEAT)
The EEAT is tasked with setting data exchange and encryption standards for the FFELP industry

General Common Account Maintenance
Advisory Team (GAMAT)
This group is responsible for resolving issues as reported by the community at large, and making recommendations for resolution to the full committee. It is the initial point of contact for industry issues surrounding the General Common Account Maintenance (CAM) records.

Testing and Certification Advisory Team
This group is responsible for developing testing tools for various ESC initiatives such as CommonLine v5 and CR:C. They also resolve certification issues among data trading partners.
The ESC is also supported by the following groups:
- ESC Steering Committee
Membership on the committee represents a mixture of individuals familiar with Operations, Technology and Marketing within the FFEL Program. It is essential that the Standards Steering Committee represent a cross-section of the industry. Members of this group may also be members of the Electronic Standards Committee as some degree of overlap would be integral to open communication between the two groups.
- ESC School Advisory Group
Membership on the committee represents a mixture of individuals from various types of schools. Members are appointed by the NCHELP Board of Directors. This group serves as a sounding board for the Electronic Standards Committee and its associated Advisory Teams. Membership includes representatives from schools that do their own programming for loan delivery as well as those that utilize third-party software.
